The less ambitious J 2 would loosen the embrace

So far, it was simple. To send your gifts to the other end of the France to your nominee, it was enough to post the letter the day before. At least, it was the commitment of the post, which estimated a rate of 90 of the received letters the day after sending (J 1) by 2012, while it has reached the level of 83.8 last year (82.5 in 2007). Things could change by 2011, year of the opening to competition. According to our information, post plans to move to a J 2 warranty. Clearly, the public group endeavour that mail reaches to its recipient, but two days after having been posted.

Why such a turnaround The post says now that the receipt of letters the day after sending them does not meet strong demand. "From our investigations, what interests our clients is J 1 in proximity and J 2 at the national level", explained Jean-Paul Bailly, the President of the public group, April 1, heard by the commission for Economic Affairs of the National Assembly. This is particularly the case for businesses, which represent more than 95 of the transmitters of mail. "About 90 of them prefer to happen the next day guarantee and are rather on J 2, or J 4 or same J 6 for mail not addressed (ads)", explains a close to the record.

The application is therefore not really there, for a service which is proving costly for the post, but for the community. Send a quick letter requiring many logistical means, and in particular the use of aircraft flying night. The less ambitious J 2 would loosen the embrace. "Go in this direction we would reduce the use of aircraft, to use more complete machines and back the hours of lift", judged too early by businesses, explained two months before the members Jean-Paul Bailly. A hand for the environment, therefore, but also to finance the public group, who have great need. According to our information, the position now table on a 7 of mail volume decline this year because of the economic crisis, against a forecast of 3 budgeted at the beginning of fiscal year.

A sensitive measure

To endorse this strategic shift, the position will have to convince. Including the regulatory authority for electronic communications and posts (Arcep), that must be seized to endorse all changes of the commitments of the position. The measure, potentially very sensitive, will also have to convince local elected representatives. They are however already many do not see a casus belli. "Would it not be better a J 2 guaranteed to almost 100, rather than on the J 1 obsession which goes against the objectives of Grenelle de l'environnement", wondered what Pierre Hérisson, the President of the Observatory of the postal presence and also Senator UMP. Even on the left, the project's proponents, as the PS member of the Isère François Brottes, who believes that "those who want the urgent use of express mail, not e-mail or Internet.

Probably the hardest to convince be company unions. Already heated to white by the prospect of change in status of the company, they would in this change the beginnings of a challenge more general yet. "This is that a first step, the next will be to say that it only distributes more mail six days a week", storm the representative of one of the trade union organizations.
