By the President of the Republic, Jacques Chirac, at the beginning of his second presidential term, the France 24 international news channel is opened today, just before the end of the quinquennium. It took four years to procrastination, conflicting projects and political decisions challenged to mount this string cellmate by groups France Télévisions and TF1. But, once the budget of 80 million voted euros and the leadership team around Alain de Pouzilhac, President, Jean-Yves Bonsergent, the Director-General responsible for the distribution, and Gérard Saint Paul, the Director-General for information and programs, it will be taken less than twelve months to design chain, recruit a trilingual (French, English and Arabic) 170 journalists writingwithout agreements with France Televisions, TF1, AFP, RFI, RFO or Global Radio Network for English correspondents. Construct the chain is a thing, but do ensure that it is received and watched by viewers in Europe, the middle and Middle East, Africa and the United States is another. With relatively limited means, the chain was able to negotiate distribution agreements with all major satellite platforms covering the subject areas. Result, "as early as December 7, it will be accessible, clear and free of charge, to 75 million households, or 256 million people", explains Jean-Yves Bonsergent. The cost of its distribution represents EUR 10 million, or 12 of the budget. Cherry on the cake, France 24 to is established from the outset in the two strategic towns in the United States: Washington, DC, on the local network of the cable operator Comcast affecting 1.1 million people, and New York, at United Nations Headquarters building. "We rented an optical fiber to serve the building and have wired the Office of the Secretary General," boasts Jean-Yves Bonsergent. A detail for a string which, as the rival BBC World is the population of international decision makers.
The originality of language

If BBC World affects 270 million households in the world, it took almost a decade to establish themselves in New York through an agreement with Cablevision. "We wish good luck to France 24", argues Richard Sambrook, Director of BBC World. But he added that, to reach this very demanding people who already have access to very numerous channels of information, need to build a strong reputation for rigour and independence." BBC World has an international vision, it is not limited to the British vision of the world. "For his part, France 24's mission is to disseminate the French point of view of international news, it is a different perspective," he continued.
However, the originality of France 24 is to speak the language of the viewers and not to be a French string. Therefore, it broadcasts on two channels in French and English, with stalls in Arabic. In a second phase to 2010, it hopes to increase its coverage in Asia and South America by developing Spanish. This will require a budget extension of almost EUR 3 million. On that date, covering most of the world, the chain will have to strengthen its teams to have a grid high twenty-four hours a day.
